特區行政長官李家超昨日發表香港第一個五年規劃，提出加快推進北部都會區發展，以「南金融、北創科」願景引領未來空間布局，其中備受關注的北都大學城發展，規劃將之明確劃分為洪水橋、新田及打鼓嶺三個大學城，各設獨特定位。
Chief Executive John Lee yesterday published Hong Kong's first five-year plan, proposing to accelerate the development of the Northern Metropolis, with the vision of "finance in the south, I&T in the north" dual-core planning guiding the future spatial layout. Among these, the highly anticipated Northern Metropolis University Town development is clearly divided in the plan into three university towns: Hung Shui Kiu, San Tin, and Ta Kwu Ling, each with its own unique positioning.
而現有由政務司司長領導的「大學城籌劃及建設組」也將升格為「大學城建設及發展委員會」，藉高層督導及跨部門協作提升國際競爭力；而政府也會以免地價、提供貸款等多元方式全力支持，並鼓勵專上院校透過包括發債等靈活集資方式，引入市場及社會資本參與，共同推動北都大學城建設。
The existing Working Group on Planning and Construction of the University Town, led by the Chief Secretary for Administration, will also be upgraded to the Committee on Construction and Development of the University Town, using high-level supervision and cross-departmental collaboration to enhance international competitiveness. The government will also fully support this through diverse means such as zero land premium and the provision of loans, and encourage post-secondary institutions to introduce market and social capital participation through flexible fundraising methods including bond issuance, jointly promoting the construction of the Northern Metropolis University Town.
香港第一個五年規劃提出，會以大學城、創科、產業及「宜居、宜業、宜遊」為目標，推動教育、科技、人才一體化發展，將北都打造為高水平專上教育、科技創新與產業創新融合、國際高端人才集聚的重要戰略載體，並成為香港深度參與粵港澳大灣區建設、主動融入並服務國家發展大局的主平台，以及發展新質生產力的新引擎。
Hong Kong's first five-year plan proposes that, to foster the integrated development of education, technology, and talent, the Northern Metropolis will be developed with the objectives of university town, I&T, industry, and environment suitable for living, work, and travel, into an important strategic vehicle for high-quality post-secondary education development, integration of technological and industrial innovation, and attracting international high-caliber talent.
The government also aims to develop the Northern Metropolis into a main platform for Hong Kong to deeply engage in the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and to actively integrate into and serve the overall national development. It will also serve as a new engine to develop new quality productive forces.
李家超表示，政府將打造集「人才培養、科學研究、成果轉化、產業發展」於一體的國際化大學城，推動產學研協同發展，推進專上教育擴容提質，結合香港優勢學術領域與產業發展，並以靈活創新模式與海內外知名院校合辦頂尖課程、組建聯合學院及實驗室、開展高水平基礎研究，積極吸引國際知名院校或一流科研機構進駐。
Lee said that the government will build an internationalized university town that integrates the four pillars of "talent cultivation, scientific research, transformation of outcomes, industry development," promote collaborative development among industry, academia, and research, advance the expansion and quality improvement of post-secondary education, combine Hong Kong's advantageous academic sectors with industrial development, and use a flexible and innovative mode to jointly offer top-tier programs, establish joint faculties and laboratories, and carry out high-level basic research with renowned Mainland and overseas institutions, actively attracting internationally renowned institutions or first-class research institutes to establish a presence.
同時，香港將利用專上教育界國際化優勢，舉辦及參與國際專上教育活動，匯聚本地及海外教育翹楚，探討專上教育重要議題及最新趨勢，推動並引領全球教育交流；同時支持院校在科研合作、學生交流、人才培育等方面加強國際聯繫，提升香港專上教育的國際地位。
At the same time, Hong Kong will leverage the internationalization advantages of the post-secondary education sector to host and participate in international post-secondary education activities, bring together local and overseas education leaders, discuss important issues and the latest trends in post-secondary education, and promote and lead global educational exchange. It will also support institutions in strengthening international connections in areas such as research collaboration, student exchange, and talent cultivation, enhancing the international status of Hong Kong's post-secondary education.
