時事英豪｜看新聞學英文《電動車出牌塞車銷情火爆掀「幸福煩惱」》

由於油價上漲，電動車成為許多港人的首選。然而，目前許多客戶在購買電動車後，似乎無法立即拿到車。原因何在？

油價居高不下，加上電動私家車首次登記稅優惠（電動車「一換一」計劃）於3月31日屆滿後不再延續，大批市民在期限前趕搭「尾班車」購買低稅電動車，導致電動車首次登記數字在過去兩個月分別飆升至9,150輛及8,078輛，按年激增271%及285%。

Soaring oil prices, coupled with the discontinuation of the First Registration Tax Concession For Electric Vehicles (the "One-for-One Replacement Scheme") after its expiry on March 31, prompted a large number of citizens to rush to purchase tax-subsidized electric vehicles before the deadline. This led to a surge in the number of first registrations of electric vehicles over the past two months, skyrocketing to 9,150 and 8,078 units respectively, year-on-year increases of 271% and 285%.

廣汽集團香港負責人黃毅力昨日接受香港文匯報訪問時表示，在電動車「一換一」計劃結束前，集團共售出近3,000台電動車，其集團早已預見工作量龐大，因此已額外擴充員工、增加辦公室及租用更多停車場暫放剛付運抵港的電動車，但目前僅交付約1,000台予買家。

Eric Wong, head of GAC Group's Hong Kong operations, said in an interview with Wen Wei Po yesterday (May 12) that before the "One-for-One Replacement Scheme" ended, the group had sold nearly 3,000 electric vehicles. The group had foreseen the heavy workload and therefore expanded its workforce, increased office space, and rented more parking lots to temporarily store electric vehicles that had just been shipped to Hong Kong. However, only about 1,000 units have been delivered to buyers so far.

黃毅力解釋，運輸署已非常努力處理「一換一」計劃的出牌申請文件，但申請數量數以倍增，令原本約10天可完成的申請流程，現需一個多月，甚至有市民已等待近兩個月，仍未能出車。

Wong explained that the Transport Department has been working hard to process the license application documents for the Scheme, but the number of applications has increased several times over, extending the originally 10-day process to more than a month. Some citizens have been waiting nearly two months and still cannot register their vehicles.

他旗下也有大量新車在停車場「曬太陽」，該集團上下只能日夜加班，盡量縮短客人的等待時間。

He also noted that many of his company's new cars are sitting in parking lots, and the entire team is working day and night overtime to minimize customers' waiting time.

黃毅力期望，政府部門未來可考慮進一步把相關申請流程電子化，或簡化中間環節，並改善系統，舉例如內地及新加坡已能以單一電子文件完成登記，但香港目前仍要求市民填寫多份文件，且需人手核對，耗時較長。

Wong hopes that in the future, government departments will consider further digitizing the relevant application processes, or simplifying intermediate steps, and improving the system. For example, the Chinese mainland and Singapore have already enabled registration using a single electronic document, whereas Hong Kong still requires citizens to fill out multiple forms, which must be manually verified, a time-consuming process.

另一方面，比亞迪日前在社交平台發文指，鑒於近期大量客戶致電查詢及反映「一換一」計劃申請進度，公司特此作統一說明，提及已按運輸署公告要求，於2026年3月31日或之前，為所有符合條件的客戶完成「一換一」計劃申請的遞交程序，相關申請已全部進入運輸署審批流程。

On the other hand, BYD recently posted on social media that, in response to a large number of customer inquiries about the progress of their Scheme applications, the company would like to provide a unified explanation.

It stated that, in accordance with the Transport Department's announcement, it has submitted all eligible customers' applications for the Scheme on or before March 31, 2026, and that all related applications have now entered the Transport Department's approval process.
