Residents of Wang Fuk Court are returning to their units in batches to take back belongings. The Hong Kong SAR government has been mobilizing over a thousand civil servants daily under the "Government-wide Mobilization" framework to provide support.
香港文匯報專訪多位參與行動的民安處及民安隊成員分享這項艱辛任務的點滴,過去一周多,隊員每天長達13小時守護居民,在漆黑、悶熱的樓層間上落奔走,只為協助居民安全返回單位,順利帶走珍視之物。
In an exclusive interview, Wen Wei Po reporters spoke with multiple officers and members of the Civil Aid Service (CAS) who took part in the operation, who shared their experiences of the arduous mission.
Over the past week or more, team members have been safeguarding residents for up to 13 hours a day, moving back and forth between dark, stuffy staircases and corridors, all to help residents safely return home and retrieve their cherished belongings.
民安處行動及訓練主任(特遣部隊)陳頴然向香港文匯報記者介紹,民安隊在今次行動中每日大約出動150名隊員,每天在崗大約12小時至13小時,主要負責陪伴宏福苑居民返回單位、協助居民上下樓梯、安排急救人員在樓宇內巡邏待命、陪同未能上樓的居民到指定等候點,以及成立前線指揮中心統籌現場行動及支援工作。
Silver Chan, Operations and Training Officer (Tactical Force 1) of the CAS, said that the team has been deploying approximately 150 members daily for this operation, each working around 12 to 13 hours per day. Their main duties include accompanying residents of Wang Fuk Court back to their units, assisting residents up and down staircases, arranging for first-aiders to patrol and stand by within the buildings, accompanying residents who are unable to go upstairs to designated waiting points, and setting up a forward command center to coordinate on-site operations and support efforts.
民安隊隊員亦會在有需要時,幫助居民搬運物品下樓。
CAS members also help residents carry their belongings downstairs when needed.
「由於有些單位或需要更多時間執拾,負責這些單位的隊員只好壓縮用膳時間,不少隊員為了配合居民進度,可能只剩20分鐘吃飯時間,他們往往用10分鐘至15分鐘解決,便匆匆進行下一步工作。」
"Since some units may require more time for packing, the members assigned to those units have to cut short their meal breaks. Many members may only have 20 minutes left for eating, in order to keep up with the residents' pace. They often finish their meal in 10 to 15 minutes and then rush to the next task."
加上現場地方淺窄,在惡劣的樓梯間搬運大型或重型的物品是成員每天都會遇到的挑戰。
Moreover, given the cramped on-site condition, moving large or heavy items through narrow and poorly maintained staircases is a daily challenge for the members.
獲安排上樓的宏昌閣居民梁先生,曾在民安隊服務約40年。
Mr. Leung, a resident of Wang Cheong House who was scheduled to go into the building, had served in the CAS for about 40 years.
「我們打風落雨都幫人,今次有民安隊『師兄弟』再來幫助我們。我都幫過好多人,今次就到他們幫返我,真的好感動!」
"We've helped people during typhoons and rainstorms. This time, my CAS brothers have come to help us. I have helped many people before, and now it's their turn to help me back. I'm truly touched!"
他表示,政府安排民安隊及多名人員在場協助,令整體執拾及搬運流程更順暢,有人幫忙搬運較重物品,亦減輕不少壓力。
He expressed that the government's arrangement for CAS and other personnel on-site has made the overall packing and moving process smoother. Having help with carrying heavier items has also significantly reduced the pressure.
